ESSENTIAL FUNCTIONS OF THE POSITION:
For purposes of 42 USC 12101:
Housing Choice Voucher (HCV) Hearing Coordinator is typically responsible for managing and conducting informal hearings for participants in the Housing Choice Voucher program, often under the guidelines of the U.S. Department of Housing and Urban Development (HUD). This position ensures that the due process rights of applicants and participants are upheld and that the program complies with relevant regulations and policies.
25% (1) Review and adjudicate participant grievances or appeals related to HCV program decisions, such as terminations, denials, or changes in assistance. Document and ensure fairness during hearings while maintaining compliance with HUD regulations.
20% (2) Examine case files, policies, and procedures to determine the validity of actions taken by the housing authority. Prepare detailed reports and recommendations based on findings. Serve as a liaison between program participants and the housing authority. Provide clear explanations of hearing outcomes, program rules, and participant responsibilities.
15% (3) Maintain accurate and organized records of hearings, decisions, and related correspondence. Assist with data analysis and reporting for audits or program evaluations.
15% (4) Stay updated on HUD regulations and local housing policies to ensure hearings are conducted in accordance with legal requirements. Provide recommendations for process improvements to ensure compliance and efficiency.
10% (5) Must process MIP’s, Interim Recertifications, Annual Recertifications, HAP Contracts, and adjustments as needed.
10% (6) Acts as a cultural ambassador for the organization. Implements strategies to ensure that the organizational mission, vision and values are exemplified within the department. Works with the community to advance partnerships and organizational positioning through the system. Develop and conduct training for staff, landlords, and participants on hearing process.
(7) Attends meetings and serves on committees, as directed; attends training and seminars, as directed.
(8) Demonstrates regular and predictable attendance.
(9) Maintains required licensure and/or certification.
(10) Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
