QUALIFICATIONS: An example of acceptable qualifications for this position:
- Possession of a Bachelor’s degree from an accredited college or university in Business, Public Administration, or related field (MBA or other graduate degree, preferred)
- Minimum of five (5) years of related experience and/or training, with three (3) or more of those years consisting of progressively responsible high level managerial or executive level experience; or any equivalent combination of education, experience, and/or training which provides the required knowledge, skills, and abilities.
LICENSURE OR CERTIFICATION REQUIREMENTS:
Must possess a valid U.S. driver’s license at time of hire, and a valid Ohio driver’s license within 6 months of hire; must maintain insurability under CMHA’s vehicle insurance policy. HCV Executive Management and/or HCV Program Management (or equivalent) certifications are desired.

Job Description:
ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:
JOB DUTIES in order of importance
30% (1) Manages and supervises Participant Relations & Outcomes Agents Manager & Supervisors as they oversee daily operations and tasks performed by Participant Relations & Outcomes Agents and other front-line staff in the administration of the Housing Choice Voucher program. Operations overseen may include, but are not limited to, qualifying applicants for the program; recertifying program participants to ensure continuing qualification for the program; managing dispute resolution between and/or among the Agency, Legal Counsel, Residents, and Landlords. Additional tasks include, but are not limited to: provides operational goals; guides staff in achieving those goals; resources staff for success; schedules and assigns tasks; participates in the hiring process for job applicants within the AVPs’ division; recommends discipline; recommends and adjusts pay assignments for direct reports and divisional employees, in alignment with organization standards; evaluates subordinates’ performance; manages remote work performance and activities of staff; manages grievances or employee complaints within division, and consults with Human Resources; approves leave requests; attends or participates in meetings in which policy questions are reviewed or discussed; recommends policy changes and implements approved policy changes; participates in personnel or labor relations activities; has access to financial data used in monitoring department revenue/income, etc.); manages, coaches, leads change, and develops leadership team and staff.
30% (2) Collaborates with partners to advance the mission and provide affordable housing; oversees and supervises Housing Choice Voucher areas of responsibility as assigned (i.e. Project-Based Voucher, VAWA Administration/Transfers, RAD, VASH, FUP, Mainstream/NED, MRDD) to ensure compliance with applicable federal regulations and the Authority’s approved Housing Choice Voucher/Section 8 Administrative Plan; achieve on an ongoing and continual basis, a minimum score in excess of 90 points (high performer) under HUD’s Section Eight Management Assessment Program (SEMAP); plans, supervises, and monitors daily overall activities and documentation; monitors all relationships and program outreach efforts for the Section 8 tenant-based assistance programs and evaluates and reports on results. Assists in the preparation and coordination of the Authority’s Housing Choice Voucher annual budget; monitors division’s budget expenditures and reports monthly to Vice President. Prepares and submits to Vice President for review all funding applications for any and all Section 8 programs, including applications pursuant to Notices of Funding Availability as issued by HUD; reviews all Public and Indian Housing (“PIH”) Notices from HUD to determine applicability to areas of responsibility and makes recommendations to Vice President regarding compliance with such notices and/or necessary changes to areas of responsibility.
20% (3) Reviews, interprets, and implements, as approved by the Vice President, rules, regulations, and legislation pertaining to Section 8 housing programs and makes changes as needed; monitors overall compliance with Section 8 rules and regulations; makes effective policy, administrative, and management decisions on routine activities in operation of the programs; ensures housing management staff is advised of changes in policies.
10% (4) Monitors selection of tenants to ensure compliance with federal requirements concerning selection preferences; works to ensure that participants, tenants, and landlords are held accountable to Authority and HUD program rules; assists development managers and tenants in resolving controversies, and makes recommendations to the Vice President.
5% (5) Attends meetings and serves on committees, as directed; attends training and seminars, as directed.
(6) Demonstrates regular and predictable attendance.
(7) Maintains required licensure and/or certification.
(8) Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.

Additional Position-Specific Performance Objectives/Goals:
· VAWA Program Management Administration – ensure PHA due diligence standards are met in administration of program initiatives
· Review of applications and documentation for admission to the HCV Program – accurately assess the eligibility of applicants and issue vouchers to clients to find housing
· Requests for Tenancy Approval (RFTA) and voucher submissions – ensure all RFTA forms are complete, executed by landlord and tenant, and data is correctly entered in an accurate and timely manner
· Contract Processing – ensure that all HAP contracts are executed accurately and in a timely manner
· Rent Reasonableness Determination – determine how much CMHA is willing to pay on a requested rent amount by an owner; includes rent increases to ensure CMHA is keeping up with fair market rates and HUDs compliance guidelines
· Landlord Recruitment and Retention – increase our affordable housing portfolio, retain current owners in portfolio
· Program Policy Analysis – update and understand governing policies for Housing Programs.
· Manage Recertification staff
· Handling Escalated Cases and Complaints – case and complaint resolved in the best manner possible.
Key Performance Indicators (KPI):
Responsible for periodic required entries into KPI dashboard tool; regularly reviews and discusses with direct reports and subordinates, Senior Leadership, etc., to monitor and report on division performance metrics.
